Older structures sometimes contain asbestos in siding, insulation, floor tile, or adhesive — that material is never permitted in a dumpster under any circumstance and requires licensed abatement before demo can proceed. If there’s any doubt about a structure’s age or materials, get it tested before tear-down starts.

Pennsylvania counties don’t issue right-of-way permits — York County itself has no general permit office for local roads. Instead, each of York County’s 72 municipalities (the City of York, its boroughs, and its townships) permits its own streets directly.
